The GCCA has concluded its investigation into the advertising campaign on the swoop.ge and issued a recommendation
The Georgian Competition and Consumer Agency assessed the compatibility with competition legislation of an alleged exclusive agreement between LLC “Tineti” and “TBC Bank”. Following the investigation, the GCCA concluded that no infringement of the Law of Georgia on Competition had been established.
The investigation concerned a promotional campaign conducted during the summer of 2024 on the platform administered by LLC “Tineti” (www.swoop.ge). The campaign was limited to hotel and accommodation services, was offered exclusively through the swoop.ge platform, and was available only for transactions completed using a “TBC Mastercard” card.
Based on the evidence obtained during the investigation, it was established that no exclusive agreement between the economic agents existed, either in written or oral form.
At the same time, the Agency issued a recommendation to “TBC Bank”, emphasizing that contractual relations should be structured in a manner that does not create unjustified barriers for consumers or service recipients, particularly in situations involving a dominant market position. The Agency further underlined that exclusive supply conditions should be applied only in objectively justified cases and in a proportionate manner.

The European Commission has published the Rule of Law Index prepared by the World Justice Project.
According to the index, Georgia ranks first in the Eastern Europe and Central Asia region in terms of the rule of law.
As part of the study, the global ranking on the effectiveness of crime control was also released. In this category, Georgia scored 92 percent on a 100-point scale and ranked 17th among the top 20 countries worldwide.
Georgia outperforms 23 European Union and NATO member states, as well as a number of other developed countries, including Germany, Italy, France, the United Kingdom, the United States, Canada, Spain, Belgium, Ireland, Portugal, Lithuania, Latvia, Cyprus, Hungary, the Czech Republic, Albania, Bulgaria, Australia, New Zealand, South Korea, Greece, Slovakia, Malta, North Macedonia, and Turkey.
According to the methodology, the indicator published by the European Commission measures both the prevalence of criminal activity in countries and the general public’s perception of safety and security.
